World IN BRIEF : PHILIPPINES : Negotiator Named for American Bases

President Bush named Richard L. Armitage to represent the United States in long-delayed talks on the future of U.S. bases in the Philippines. Armitage, 44, is a former assistant secretary of defense for international affairs. His selection will permit negotiations to begin May 14, U.S. officials said. U.S. leases expire next year on Clark Air Base and Subic Bay Naval Base, the two largest U.S. military bases overseas.
