West Covina : $75,000 for Cultural Facility

The City Council voted $75,000 toward building a cultural facility at its budget hearing Monday, bringing the city’s 1990-91 budget to $53.3 million.
The $75,000 was the first contribution toward eventual construction of an unspecified facility. City Councilman Steve Herfert proposed the fund and suggested it might go toward a band shell. No total amount or time frame for the facility was set.
The budget maintains existing levels of city services and includes about $843,000 to set up a state-mandated waste-management plan, said City Manager Herman Fast.
The city’s operating budget of $43.8 million represents a 6% increase over 1989-90, and the Redevelopment Agency budget increased 10% to $4.7 million, primarily due to a $652,500 loan repayment to the city. Appropriations for proposed capital improvements were $4.7 million.
A final vote on the budget is scheduled at the council’s July 9 meeting.
