Festival Banners

After a week of wondering and speculating, at last, a mystery has been solved. Every day twice a day, my car pool of three passed those colorful avant-garde banners along Los Feliz Boulevard. It took a visiting Ohioan at a weekend party to supply the answer.
“I think they’re supposed to be announcing the L.A. Festival,” she said.
The designers of those busy, incomprehensible schmatas have obviously ignored the most important rules of advertising. A billboard (which, in effect, these banners are) is supposed to deliver its message to passing motorists clearly, simply--and quickly!
With poor planning/thinking such as this, is it any wonder the L.A. Festival is in deep Bandini?
