Dealing With Water Shortage

With the severe water shortage in California and now rationing being imposed, why is California without water, when the largest body of water in the world is at the front door of California--the Pacific Ocean? Desalination has been in use in Saudi Arabia for some years and also in some cities in Florida with great success--and the very firms that can handle this are here in California. Sure, it may be expensive, but doing without water in a great agricultural state like California is a far greater problem.
