Washington — President Bush will nominate U.S. District Judge Emilio M. Garza of San Antonio to the 5th Circut Court of Appeals, the White House announced Wednesday. Garza, 43, a graduate of NorteDame and the University of Texas School of Law, would succeed Thomas M. Reavley on the appealscourt.
