The NFL, following recommendations by Commissioner Paul Tagliabue, probably will expand from 28 to 30 teams for the 1994 season and realign some divisions to enhance geographical rivalries.
The plan is expected to be ratified by the league owners when they meet next Wednesday in Minneapolis.
