COMMUTER UPRISING: A revolt is brewing aboard the San Diego-to-Los Angeles Amtrak train. . . . Passengers are circulating petitions to overturn a policy that requires riders to use their 10-ticket discount books within a two-week period. Passengers say illness, vacation and Amtrak’s own tardiness often make that impossible. . . . If expiration dates are enforced starting this week, riders are threatening to purchase their passes with credit cards on the train each day, delaying train staff and Amtrak payment.
