Neither the Tampa Bay Lightning nor the Ottawa Senators met the NHL’s recent deadline for making a $22.5-million down payment on the $50-million expansion fee the teams are being charged.
Ottawa spokesmen say they have made arrangements for the payment to be made, and “technical difficulties” are said to be temporarily holding up the Tampa Bay payment.
Tampa Bay and Ottawa were granted franchises in large part because those two cities had not requested financial concessions from the league, as other cities had.
