Elsewhere or Extinct?

I read with interest Greg Johnson’s story “Scarce Tuna, Scant Profits” (Aug. 26), which states “the tuna have gone elsewhere.”
The article did not suggest the possibility that the tuna have not simply gone south geographically, but may have “gone south” metaphorically speaking--i.e., have been fished practically to extinction.
