UC Master Plan

Richard Moore, in his commentary (Aug. 15) attacking the “elitist Master Plan” of the State of California, might have noted:
This plan was the first time in history that all high school graduates or persons otherwise qualified were guaranteed entry into publicly supported institutions of higher education--the most egalitarian commitment ever undertaken in higher education.
This plan was voted into law by the California Legislature with only one dissenting vote among the 120 legislators, and was strongly endorsed by Gov. Edmund G. (Pat) Brown. It was also unanimously endorsed by the California Junior College Assn. Two representatives of the junior colleges were among the eight members of the committee that drafted the Master Plan.
Moore’s commentary is based on an ignorance of history or, if not, is a biased presentation of it.
