SECOND TIME AROUND: Performance artist Tim Miller is giving it another shot. . . . The 1980 Cal State Fullerton grad, now based in Santa Monica, was one of four artists whose 1990 National Endowment for the Arts grants were rejected after a preliminary OK. Miller, who is gay, explores issues of sexual preference in his work. Now touring in England, he has applied for a 1991 NEA grant.
