Santa Monica : Campaign Reform Studied

The City Council on Tuesday began discussing a comprehensive reform of local election campaign financing.
City law allows a contributor to give a candidate no more than $500 per election. State law, by comparison, allows up to $1,000 in contributions per fiscal year.
City Atty. Robert M. Myers presented the council with 10 areas of possible reform, such as further limits on contributions by political action committees and city contractors and changes in how the city would enforce future limits.
Myers said he will draft an ordinance, which will be subject to one or more public hearings and possibly an additional discussion session by the council before it receives a formal vote by the council.
Council member Robert T. Holbrook said he’s not opposed to campaign financing reforms as long as they’re reasonable.
“I’d be willing to see people run with no contributions--that would be the easiest way,” Holbrook said.
