New York Gov. Mario M. Cuomo told a convention of radio and television editors in New York City that he was close to making a decision on whether to seek the Democratic presidential nomination. Cuomo said his major problem on whether to seek the presidency was deciding if it would be morally right to crisscross the country as a candidate while his state wrestled with a severe economic crisis.
