CAPITOL TESTERS: Rep. Dana Rohrabacher, who represents parts of Orange County, favors random drug testing in schools. Why not for members of Congress? Rohrabacher was among 15 congressmen who recently took a drug test to support an unpopular bill that would require random testing on Capitol Hill. “Everybody talks about the problem; why should congressman be hypocrites,” Rohrabacher says. . . .
