* David Cargile has been appointed senior vice president of U.S. Facilities Corp. in Costa Mesa. He joined the specialty insurer after 17 years with Reinsurance Facilities Corp., where he served most recently as president and chief executive. Cargile, whose responsibilities include overseeing corporate development, will operate out of the Atlanta office.
