PALMVIEW, Tex. — Two city officials have been arrested on charges that they tried to buy 700 pounds of marijuana that had been confiscated by police and was scheduled to be destroyed.
Mayor Pro Tem Ramiro Vela, Rodolfo Rodriguez, the police commissioner, and two others were arrested Monday. They allegedly arranged to substitute hay for the marijuana before it was burned, an official said, and Vela and Rodriguez offered a task force informant $50,000 for the marijuana.
