San Diego State University received clearance to build a 12,000-seat sports and entertainment arena when a state appeals court rejected arguments that the project would adversely affect the surrounding neighborhood. Construction of the $25-million arena on campus is expected to begin this summer. Officials said they hope to have it finished in time for the 1994-95 basketball season.
