Term-Limit Effort Qualifies for Ballot

LONG BEACH — An initiative to limit the mayor and City Council members to two four-year terms has qualified for the Nov. 3 ballot, City Clerk Shelba Powell said last week.
Initiative proponents needed at least 23,866 signatures to qualify the measure. A random sampling indicated that 27,382 of the 42,027 signatures submitted were valid, Powell said.
Initiative proponent Dennis W. Carroll organized about 20 volunteers and hired a petition-management company to help him qualify the measure, which would amend the City Charter.
Carroll, a lawyer and 20-year resident of Long Beach, said he decided to act because it costs too much to campaign to unseat an incumbent.
If passed, the charter amendment would not prevent a second-term incumbent from winning a third term as a write-in candidate.
