SMALL HELMET LAW: Police officials have long urged youngsters to wear helmets when they ride a bicycle. Tonight, the Irvine Unified School District’s board is expected to become the first in the county to make it a requirement for those who want to ride their bikes to school. . . . After a final vote next month, it will apply only to elementary schools. Middle schools and high schools may follow later. School officials will even loan helmets if necessary.
