HANDY HELPER: When Irvine tae kwon do instructor Chang Jin Kang learned that the city Police Department’s drug program was hurting financially, he asked if he could help. The police, dependent on public donations for its drug education program, readily said yes. Kang has gathered sponsors for an exhibition at 11 a.m. today at his business in the Heritage Plaza shopping center. He’ll break by hand 500 inch-thick boards, with all money donated to the Police Department. “I hate drugs,” Kang explains. “The police need me.”
