Alex Armendaris, 62, an adviser to Presidents Richard M. Nixon, Gerald R. Ford and Ronald Reagan. Nixon appointed him to the Office of Minority Business Enterprise, an agency of the Commerce Department, and he continued in that capacity under Ford. He worked for Reagan’s transition team and in 1981 served as associate director of personnel in the Reagan White House. On Thursday in McLean, Va., of a brain tumor.
