TRAFFIC ACCIDENT? Laguna Niguel Traffic Commissioner Jim Shields thought he was being nice to the city: On a long-planned vacation to China last month, he presented a city pin to Beijing officials. But while there, the city council went ahead with its annual policy of interviewing all traffic commissioner candidates--even those up for reappointment. Shields away, no interview. The council dropped him. . . . Says Shields, an appraiser: “This is the stupidest policy I’ve ever heard of.”
