Arthur W. Fort has been appointed a vice president of Holmes & Narver Inc., an Orange engineering, architectural and construction services firm. He will be based at the company’s Fairfax, Va. office. Fort previously served as assistant U.S. secretary of state for administration from 1989 to 1993.
