CALIFORNIA IN BRIEF : SAN FRANCISCO : Freeway Damaged in Quake Reopens

A section of Interstate 280 closed since the 1989 Loma Prieta earthquake has partially reopened. Caltrans officials announced the opening of one lane in each direction on the two-tier viaduct. Mayor Frank Jordan said the restored freeway may help merchants in Chinatown and North Beach who claim that business has lagged since the quake. The opening comes after numerous delays that put the $140-million project more than 16 months behind schedule.
