EMERGENCY? NOT: The 911 emergency line is so popular in Orange County that half the calls aren’t true emergencies. “People call and want to know if the Police Department is open,” says Lt. Robert Helton of the Santa Ana police, which receives about 400 calls daily. “People want directions. They want to deliver a message to someone.” Says a 911 official: “Now we need to educate the public not to use the line when it’s not an emergency.”
