Cuba’s Communist authorities urged official citizens’ vigilante groups in Havana to act firmly to suppress a sharp increase in crime accompanying nighttime electricity blackouts in the capital. Jorge Lezcano Perez, Communist Party chief for Havana, said tougher measures are being introduced to “halt delinquency.”
