Job Figures Reflect Cutbacks: The ratio of jobs offered to applicants dropped to a seasonally adjusted 0.70 in August, down from 0.72 in July, according to the Labor Ministry. The decline in the jobs-to-applicant ratio, a measure of jobs offered per every 100 applicants, is the latest indication of continued weakness in the Japanese economy as firms cut back on hiring part-time workers. Meanwhile, the Ministry of Home Affairs said Japan’s unemployment rate for August was 2.5%, unchanged from July.
