* Robert P. David has been appointed a senior negotiator for the California Medical Assistance Commission by Gov. Pete Wilson. He had been the director of payer relations for Quantum Health Resources since 1993. Before that, David was the director of national accounts for the Sutter Corp. in Irvine.
