Resident Appointed to Planning Panel

A 6-year resident of Santa Paula has been appointed to fulfill a vacant seat on the city’s Planning Commission.
The City Council on Tuesday unanimously elected Monique Castro, a former energy consultant for Southern California Edison, to become the city’s newest planning commissioner.
A native of Oxnard, Castro was selected among 11 candidates, who applied for the position that became available when Commissioner W. John Kulwiec resigned in October.
Because she is filling a vacant seat, she will serve the remaining two years of Castro’s term instead of the full four years, said Mayor Alfonso C. Urias.
Castro said this is the first time she has held a public office. She said she decided to seek appointment for the seven-member panel because she plans to make Santa Paula her permanent home and she wants to help the community maintain its small-town character.
