Fixing the NEA Budget

The following solution to the NEA budget debate might bring an accommodating end to part of an acrimonious situation: The budget should be fully maintained for public broadcasting, but made available only to support those programs shown during pledge drives, the best of the old and the new. The other five-plus months between drives we get the dullest of the new and can only weep in memory of the old.
