NEWPORT BEACH : City May Require Broken Panes Be Fixed

Allowing property to become hazardous, littered with trash or overgrown with weeds has long been a code violation.
Now the City Council is considering adding broken glass to the list of public nuisances for which code officers can issue citations to property owners.
Ken Delino, assistant city manager for planning and building, told the council that Newport Beach can require building owners to board up broken windows, but “we don’t have any authority to make them replace the plywood with glass.”
Council members asked City Atty. Robert Burnham to draw up an ordinance that would revise maintenance standards.
