The unusual climate conditions that disrupted the last few winters appear to be over, meaning states in the North could face cooler weather this year while it may be warmer in the Southeast. Sea-surface temperatures in the Pacific Ocean have cooled toward normal, ending the persistent climate disruption known as El Nino that had plagued weather worldwide, National Oceanic and Atmospheric Administration researchers said.
