Elizabeth Morgan, who once went to jail to keep her daughter from the child’s allegedly abusive father, would be able to return to the United States without fear of arrest under a provision in a bill passed by Congress. The bill would permit Morgan, 48, and her 14-year-old daughter, Ellen Morgan, to return from Auckland, New Zealand. The child, previously known as Hilary Foretich, has lived there since 1987. Her mother sent her into hiding rather than allow court-ordered visits with her former husband, Eric Foretich.
