Boy Tied to Chair Is Found at Motel

A 5-year-old boy was tied to a chair in a Bellingham motel room for much of each day for at least a year by two women who described him as “psychotic,” police said. The two women, whose relationship to the boy was not known, were jailed on suspicion of unlawful imprisonment and assault of a child. They were arrested after their application for financial aid for the boy prompted a visit from state social workers. The women, the little boy and a 13-year-old boy had been living at the motel for about a year, said Whatcom County sheriff’s Sgt. Larry Flynn. Both boys were placed in state care. The women--identified as Ceara Mull, 39, and Terra Mull, 23--have several aliases with different Social Security numbers. They were ordered held without bail.
