Lawsuit Over Dog: The case of Pal the pug is headed to court. Or part of it is. . . . A Northridge veterinarian who examined the dog--the pug that was skinned alive--filed a $1.5-million claim Monday against the city of Los Angeles, claiming animal regulation officials violated his civil rights by illegally searching his office. . . . The officials have acknowledged the search, but they said it was a legal. The vet believes the dog was skinned by a human, while the department says the dog was the victim of a coyote attack.
