Hard-Liners Fall Short in Bosnia

SARAJEVO, Bosnia-Herzegovina — Hard-line Bosnian Serb nationalists failed to secure a parliamentary majority in high-stakes elections held last month, international poll supervisors said Sunday.
The Organization for Security and Cooperation in Europe, or OSCE, which organized the Nov. 22-23 vote, released official results that showed the hard-liners had lost ground but remained the most powerful faction in parliament.
Diplomats said the close vote means a power struggle is far from over between Western-backed Bosnian Serb President Biljana Plavsic and hard-liners loyal to Radovan Karadzic, the wartime leader indicted for war crimes.
