All 139 major league players who are eligible for free agency have filed well before Monday’s deadline with the exception of Tony Phillips, told by the Angels last week that he won’t be offered a contract for next year.
If he does not file and the Angels put him on unconditional release waivers, the team wouldn’t receive compensation when another team signs the 38-year-old infielder-outfielder. If Phillips filed for free agency, the Angels would receive two extra picks in June’s amateur draft--one from the team that signs him and another between the first and second rounds.
