Balanced Budget Will Be Discussed Tonight

Community directors tonight will consider the unincorporated town’s first balanced budget since 1993.
Eliminating four part-time jobs and replacing them with services from private companies are among the techniques Rossmoor plans to employ to reduce spending to $462,518, down $112,000 from last year, said James S. Mocalis, manager of the Rossmoor Community Services District.
Other savings will come from new street-sweeping and tree-trimming contracts.
The community began facing budget problems five years ago, when the state started taking a greater share of the property taxes that help pay for district services.
Many cities survived the dilemma by increasing commercial activity, and, as a result, sales tax revenue.
Rossmoor only has one business--a restaurant--and could not expand because the community is zoned for houses.
More than $285,000 remains in reserve and Rossmoor avoided going into debt.
