The City Council will hold a special meeting Tuesday at 5 p.m. at City Hall, 300 E. Chapman Ave., to discuss the Costa Mesa Freeway improvement project. The $90-million project will begin in January and will take about three years to complete. Construction stretches from the Garden Grove Freeway to the Riverside Freeway interchanges.
