Albright to Visit Moscow for Talks

U.S. Secretary of State Madeleine Albright has scheduled talks in Moscow in late January after recent disagreements chilled relations. Russia objected to this month’s U.S.-led attacks on Iraq. The Clinton administration, meanwhile, is frustrated over the refusal of the Duma, the lower house of the Russian parliament, to ratify the START II nuclear arms control treaty nearly six years after it was signed by Washington and Moscow. Albright is scheduled to be in Moscow from Jan. 25 to 27.
