Beginning Wednesday, geotechnical evaluation of the Strands will be conducted by property owners from 8 a.m. to 5 p.m. and will involve limited use of construction equipment. A city geotechnical consultant and a biologist will be on site to monitor the evaluations. The city and property owners have been negotiating two development plans for the 122-acre coastal area since May. City planners want to see a hotel developed on the Strands; property owners do not.
