GRAND JUNCTION, Colo. — A 46-year member of the Boy Scouts of America has quit after the organization’s leaders refused to ask President Clinton to return the group’s most distinguished award.

“Bill Clinton doesn’t deserve this award . . . he’s tarnished the badge,” said Brewer, a former Republican Party chairman in Mesa County.
