City officials will hold a grand-opening celebration Tuesday for the second phase of the Garden Grove Higher Education Center. Classes are already underway at the center with the opening of the University of La Verne’s new School of Continuing Education and the Concorde Career Institute. Also scheduled to open this winter is the California Culinary Academy. The event begins at 5:45 p.m., and refreshments will be served. The center is at the corner of Euclid Street and Garden Grove Boulevard. Information: (714) 741-5120.
