Among the new equity ratings issued Monday on Wall Street:
* Brightpoint Inc. (ticker symbol: CELL; close and change: $13.13, down 75 cents) was raised to “strong buy” from “hold” by Tucker Anthony Cleary Gull.
* Compaq Computer Corp. (CPQ; $27.44, down 6 cents) was raised to “buy” from “market perform” by Chase H&Q.;
* Riverside-based Fleetwood Enterprises (FLE; $16.31, up 19 cents) was raised to “strong buy” from “buy” by Gilford Securities, with a target of $32.
* Los Angeles-based Guess Inc. (GES; $23.44, down 6 cents) was rated new “sell” by Gilmour & Associates.
* Los Angeles-based Tarrant Apparel Group (TAGS; $6.25, down 13 cents) was downgraded to long-term “market perform” from long-term “outperform” by Gruntal & Co.
* 3Com Corp. (COMS; $50.75, up $4.19) was raised to “buy” from “neutral” by SG Cowen, with a $60 target.
