The City Council will meet in closed session at 9 a.m. Wednesday to discuss the proposed expansion of the Musick jail facility.
Lake Forest and Irvine have sued the county three times over plans to turn the 1,200-bed jail into a maximum-security lockup for up to 7,968 inmates.
Both cities agreed earlier this month on a settlement that would allow Musick to expand to hold as many as 4,600 minimum-security prisoners.
The county Board of Supervisors is considering the compromise.
