Prop. 13

* An issue that Bill Whalen does not raise in “Almost Anyone Could Govern California in These Good Times” (Commentary, April 27) is that of reforming or repealing Prop. 13. Whalen states, “Times are good, the public’s content.” In fact, there are vast numbers of homeowners and business property owners who are hurting financially because of the unfairness of Prop. 13. Renters, too, are affected when landlords need to raise rents because of disproportionately higher property taxes.
The “good times” need to be enjoyed by more of California citizens. Gov. Gray Davis’ job isn’t as easy as Whalen says.
