Governors Back Off From Secession Plan

MADAGASCAR
Madagascar edged away from the brink of deeper division after provincial governors supporting incumbent Didier Ratsiraka backed off from their threat to break from central rule. Five of the island’s six governors had threatened to secede at a ceremony scheduled for Thursday to protest a court ruling Monday that Ratsiraka’s rival, Marc Ravalomanana, had won the recount of the December presidential poll.
Ravalomanana, mayor of the capital, Antananarivo, said he would hold an investiture ceremony Monday.
