Exploratory Talks With Rebel Group Underway

Colombia is holding exploratory talks with the nation’s second-biggest rebel group to see if peace negotiations can be launched, President Alvaro Uribe said.
Uribe, elected on his pledges to put his violence-ridden country in order, said his administration was willing to resume talks with the National Liberation Army, or ELN, but only if they are kept confidential.
Uribe’s predecessor, Andres Pastrana, suspended talks with the ELN in May, saying the leftist group was not interested in peace.
