Change LAPD Culture

Re “Insiders May Have an Edge for LAPD Job,” Sept. 4: I would have thought that being an insider would be a disqualifier. The LAPD needs a radical culture change and a significantly different policing style to achieve crime rates comparable to New York City’s. If Mayor James Hahn appoints another LAPD insider, the city is in for more of the same. Is that really what citizens want?
