Chick Urges Reforms in City Contracting System

Controller Laura Chick urged city officials Monday to streamline what she called an inefficient system of contracting for professional and personal services.
In a memo to Mayor Antonio Villaraigosa and other city leaders, Chick said that awarding contracts can involve as many as 10 departments, agencies and offices. She said the system suffers from inadequate guidelines, poor oversight and other problems.
“Appearances of impropriety still exist in the contract awarding process,” Chick said in a statement.
